As of today states are no longer required to take measures described in paragraph 1 of resolution 1989 (2011) with respect to Mr. Saad Rashed Mohammed Al-Faqih and the Movement for Reform in Arabia (MIRA).

In this regard Ambassador Wittig, who currently chairs the Al Qaida Sanctions Committee, issues the following statement:

"After thorough consideration by the Committee the entries in the Al Qaida Sanctions List related to Mr. Saad Rashed Mohammed Al-Faqih and Movement for Reform in Arabia were removed from the Al Qaida Sanctions List today.

The key question the Committee has to consider is whether there is sufficient information to provide a reasonable and credible basis for concluding that an individual, group, undertaking, or entity is associated with Al-Qaida. The procedures are outlined in resolution 1989 (2011) and the guidelines for the work of the Committee. 

It is important to note that it is not the task of the Al Qaida Sanctions Committee to investigate in, express any views on or “judge” any allegations or criminal charges that are not related to the question of a potential association with Al-Qaida.

Germany has consistently supported the work of the Ombudsperson. We welcome that the stipulations as set out in resolution 1989(2011) regarding de-listing requests by the Ombudsperson have so far proven to be effective and workable. They improve the clarity and fairness of the procedures governing the Al Qaida Sanctions List. It is important that the integrity of these procedures is safeguarded."
