"Madam Assistant Secretary-General,

Germany highly appreciates the continued positive development and remarkable achievements of the Central Emergency Response Fund (CERF) since its inception. The CERF plays a crucial role in advancing the international humanitarian system. The CERF ensures timely and reliable response to people affected by natural disasters and armed conflicts. We are pleased that the CERF succeeds in steadily improving the speed of project approval as demonstrated recently in the Philippines. We also welcome on-going efforts of members of the Inter Agency Standing Committee to improve timeliness of fund disbursements to their implementing partners. I would like to congratulate the CERF Secretariat - Ms. Doughten and her dedicated team - on the successful implementation of the Management Response Plan to the five-year-evaluation of the CERF.

Madam Assistant Secretary-General,

Germany is firmly committed to the CERF and its continued strengthening. The German Bundestag will decide on the 2014 federal budget not before spring next year. We expect that a first contribution to the CERF amounting to 7,5 Mio. Euro – approximately 10,33 Mio. USD - could be made in January 2014. Further substantial contributions would be allocated following the decision on the federal budget.
